Justin Wallace
At the heart of North Star Oregon's compassionate and innovative approach lies its co-founder, Justin Wallace. With an enduring commitment to the intellectual and developmental disabilities (I/DD) field, Justin's extensive experience spans an impressive 12 years. His multifaceted career has seen him excel in various roles, including 24-hour residential support, job development, case management, eligibility assessments, and program management.
Justin's academic journey culminated in earning his Master of Social Work degree from Portland State University, where his thesis cast light on the intersectional disparities faced by individuals with I/DD and mental health conditions. His expertise is not just rooted in academic achievements, but also in a deeply personal commitment to creating tangible, positive change in the lives of those he serves.
In 2021, united with his spouse Amy in purpose and passion, Justin established North Star Oregon. This endeavor is more than a business; it is a reflection of their shared vision to enrich their local community by delivering exemplary and essential services to individuals with I/DD. At NSO, Justin's leadership and dedication to advocacy ensure that every service is a step towards a more inclusive, understanding, and supportive society.

WENDY WESTPHALL
Wendy has been working in the IDD industry for 7 years and has found it to be an incredibly rewarding journey. Supporting individuals and making a positive impact in their lives brings her deep fulfillment, and she looks forward to many more years of meaningful work in this field.
Outside of work, she enjoys spending time with family, friends, and her beloved fur babies. She is a big football fan and loves planning gatherings that bring her loved ones together. While she cherishes quiet moments to relax, She also has an outgoing side that thrives on connection and shared experiences.

CHARI BOWLBY
Chari moved to Oregon from Florida 26 years ago and has spent her career serving people in need—whether in mental health, special needs, addiction recovery, or nursing and medical care. She's worked both face-to-face with individuals and behind the scenes in administrative roles, gaining a deep understanding of the challenges and rewards in this field. Family and friends are the heart of her life, and she is deeply grateful to be part of North Star Oregon, where she can continue supporting and uplifting our community.
