Disability Support Agency Serving Tigard and Washington County

Tigard sits at the southwest edge of the Portland metro along Highway 99W, a Washington County community of about 55,000 residents that has the feel of a metro suburb — bigger than a small town, smaller than a city, and well-connected by both road and rail. The city's commercial corridors run through Washington Square Mall, the Bridgeport Village area just south in Tualatin, and a string of retail and service businesses along Pacific Highway. Cook Park sits along the Tualatin River, the Fanno Creek Trail provides a long greenway through the heart of town, and the Tigard Public Library serves as a real community hub. For individuals with intellectual and developmental disabilities and their families, Tigard's character matters: the city has the amenities of a metro location without the density of inner Portland, and most of what daily life requires — groceries, medical care, parks, public transit — is within a short distance.

North Star Oregon brings its person-centered, in-home attendant care model to Tigard and the surrounding Washington County area, extending the same approach we've built across the Willamette Valley into the south end of the Portland metro. Our work in Tigard is in-home attendant care — one-on-one support delivered in the individual's own home, on a schedule that fits the household, with consistent staff who get to know the person they support.

Washington County operates one of Oregon's largest Community Developmental Disabilities Programs, currently supporting roughly 3,100 individuals across the county. The main CDDP office is in Hillsboro at 5240 NE Elam Young Parkway, Suite 150 (503-846-4737), and the Service Center East in Beaverton at 3700 SW Murray Blvd, Suite 2100 serves Tigard residents by appointment. North Star Oregon coordinates with Washington County case managers to deliver attendant care under existing service plans, and we can help individuals and families new to the I/DD system understand how the application and eligibility process works.

South Metro Coverage from a Willamette Valley Agency

Tigard is part of North Star Oregon's expansion into the Portland metro. We're a Willamette Valley-founded agency — with established roots in Albany, Corvallis, Salem, and the surrounding I/DD community — and we bring that same operating model into Washington County. Our care has always been in-home and person-centered, organized around the individual rather than around a building or a fixed schedule. In a metro area where the largest providers tend to be institutional in size and feel, that approach is deliberately different. Tigard's location at the south edge of the metro, anchored by Highway 99W and Interstate 5, also makes it a natural service point for nearby Tualatin, King City, and the unincorporated Washington County neighborhoods that border them. We staff in-home shifts where the person actually lives, which means a Tigard family doesn't have to drive their loved one across the metro to receive support. The service comes to the home — and to the routines that already exist there.

Quality You Can Verify

In a metro area with more provider choices, families can afford to be selective — and they should be. North Star Oregon is transparent about what we offer in Tigard: trained, background-checked attendant care workers matched thoughtfully to each individual, consistent scheduling that honors the rhythm of the household, and direct communication with families and case managers. We don't hide behind a call center or rotate staff without notice, and we don't take on more clients than we can staff well. We also know that Washington County families talk to each other. Brokerages, school district staff, neighbors, and other I/DD families compare notes on which providers actually show up, communicate clearly, and treat the person being supported as a person. That kind of word-of-mouth accountability is the standard we hold ourselves to in Tigard, the same as in every Willamette Valley community where we already work.

In-Home Attendant Care Services in Tigard, Oregon

In-home attendant care is the service North Star Oregon provides in Tigard and across Washington County. For individuals with I/DD, this means one-on-one support in your own home — help with personal care, daily living, skill building, and getting out into the community. Tigard's geography makes community access especially workable: TriMet bus service runs through town on Lines 12, 76, 78, and 94, and Tigard is one of only three Oregon stops on the WES commuter rail, which connects Beaverton, Tigard, Tualatin, and Wilsonville. For an individual learning to use public transit, that's a real, usable system to practice on.

Our attendant care workers in Tigard help individuals make use of what's around them — walking the Fanno Creek Trail, spending time at Cook Park along the Tualatin River, doing weekly grocery runs in the Washington Square or Bridgeport Village area, attending programs at the Tigard Public Library, riding the WES into Beaverton or Tualatin for appointments, or simply building cooking, budgeting, and household skills at home. The point is not to fill a calendar. The point is to support the life the individual already wants to live, in the place where they already live it.

  • Personal care and daily living assistance
  • Skill building for independent living
  • Community access — TriMet bus, WES commuter rail, parks, library, shopping
  • Assistance with medical and service appointments
  • Support navigating Washington County and Portland metro resources
  • Consistent staffing from familiar, trained support workers

Day Support Activities Near Tigard, Oregon

North Star Oregon does not currently operate a Day Support Activities (DSA) location in Tigard or anywhere in the Portland metro. In-home attendant care is the service we provide locally. Our existing DSA programs are located in Albany, Corvallis, Eugene, Springfield, Salem, and Tangent — all in the Willamette Valley — with an additional program in Grants Pass.

We recognize that Tigard sits inside one of the largest I/DD service populations in the state, and that demand for group-based day programming in the south metro is real. Some families want a structured day program; others prefer all of their service hours delivered as in-home attendant care. Both are legitimate choices. As we continue to grow our presence in Washington County, expanding DSA into the Portland metro is something we're actively evaluating, and the timing depends in large part on what families and case managers tell us they actually need. If DSA is important to you or your family, let us know if it would matter for your family.

About North Star Oregon

North Star Oregon was founded in the Willamette Valley and has grown into a statewide provider. Tigard and the broader Washington County south metro represent part of our expansion into the Portland metropolitan area — the largest population center in Oregon and a region where individuals with I/DD deserve more provider options, not fewer. We bring the same model that has worked in Albany, Corvallis, and Salem to the metro: relationship-based attendant care, consistent staffing, and a focus on the individual rather than the institution. Tigard families can expect the same level of direct, personal service our long-standing Willamette Valley clients already receive, and we are continuing to expand both the geography and the service mix we offer in the Portland metro.
